About this document
New Zealand changed its rules on 1 April 2023. A GST-registered business no longer has to issue a document called a "tax invoice" — the law now asks for "taxable supply information", which is largely the same detail under a new name. IRD says the document can still be headed "Tax invoice", so this page opens that way, with GST labelled at 15% and the business-ID field asking for a GST number.
At $200 or less including GST you do not have to give the buyer this information at all, though you both keep your own records. Above that, a GST-registered buyer who asks for it must get it within 28 days.
New Zealand prices are commonly quoted GST-inclusive. Choose "Already included" and the GST is extracted from the total and shown separately, rather than added on top — which is what your customer expects to see.
What a New Zealand tax invoice needs to show
- Your name or trading name, and your GST number
- The date of the invoice, or the time of supply
- A description of the goods or services
- The total excluding GST, the GST, and the total including GST — or the GST-inclusive total and a statement that it includes GST
- Over $1,000, if the buyer is GST registered: their name, and at least one of their address, phone, email, trading name, NZBN or website
This is general information, not tax or legal advice. Requirements differ by jurisdiction and by the kind of work you do — check with your own accountant or tax authority if anything is unclear.
Questions
- Does it still have to say "Tax invoice"?
- No. Since 1 April 2023 the rules ask for taxable supply information rather than a document called a tax invoice, and the quantity supplied is no longer required either, except for secondhand goods. IRD says you can keep the "Tax invoice" heading, so this page does — change it to Invoice if you prefer.
- Should I quote prices including GST?
- For consumers, usually yes — that is the convention. Set the tax to "Already included" and the document shows the GST portion without inflating the total.
- What if I am not GST registered?
- Then issue an ordinary invoice with no GST and no GST number, and do not use the words "tax invoice". Remove the tax section and change the heading to Invoice.
- Can I use this for Australian clients too?
- Yes — switch the region to Australia and the labels, currency and heading change to match. Your business details and clients carry over.
